Both my visits have been for the cheapest JPY 6,600, 7 tsumami 12 nigiri lunch.The meal begins with a chawanmushi. It's delicious but it can't have been more than 20ml and it takes 15 mins to be served. A number of items were the same on both visits: maitake surinadashi is good, but would be better served hot in winter; smoked saba sushi is over-smoked with a cheap infuser. Some of the neta are aged. On my first visit the chef specifies their aging period, on my second he does not. The shari is sour. Other than the fact they are Tokyo modern standard small size I have no complaint with the nigiri. Mercifully, there's no salmon included in the course, which you typically find at cheap places. The highlight of the tsumami is probably the awabi, which I also have on both visits, though, as with the nigiri, the tsumami are very small too. Both meals came with an excellent alum-free bafun uni temaki. Ara akadashi is excellent.
Most guests are from overseas. The restaurant has two counters seating 8 and 6. The chefs basically work in silence but name all the sushi, in Japanese or English, as required. The wait staff can speak some English and put in a good effort. The second-rate RnB is annoying.
Despite the slow start, second time the course was completed in an hour and with a second rotation at lunch after an hour and a half you can be sure the meal won't drag on After the course there's time to order extras and these are reasonably charged. I can't think of a better sushi restaurant in Tokyo in this price range.

1-6-4 Shibuya. Around 8 mins up Miyamasuzaka from Shibuya Station (Ginza Line Hikarie Exit, JR Line Miyamasuzaka Exit, Hanzomon/Fukutoshin/Tokyu Toyoko Line Exit B4). There is a Shinjuku branch as well, which I have not (yet) visited.
