Shimokita Rokkaku is an izakaya in the evenings but serves extremely popular set meals during the day.  You queue under the railway bridge so you're somewhat sheltered from the elements and there are two seats outside.  I arrived at 11:08 on a weekday and was second in the queue.  By 11:20 there were 16 people in the queue.  The restaurant seats 26 and was full by the time it opened at 11:30.  The last person to be seated before they turned tables had to wait around 20 minutes to be served.  My order was taken at 11:17.  The menu is in Japanese only and staff don't speak English but your lunch choices are as follows:

Gingake (silver salmon) ikura teishoku - JPY 1,500
Mix fry teishoku - JPY 1,400
Pork hamburg teishoku - JPY 1,500
Saba no yuzu miso butter ni teishoku - JPY 1,400

Most people choose the silver salmon, which is a huge portion, and will be sold out if you go late, but I chose the mix fry.  All means come with a choice of drink: oolong-cha, kobashi-cha, orange juice, ginger ale or small beer.

Food arrived at 11:37.  The mix fry comprised ebi, white fish and cheese menchi katsu.  The batter is thick and the prawn was from frozen.  The miso soup was average.  On the plus side, the side dishes were good and there was plenty of tartar sauce.

The restaurant is noisy and there are no soft furnishings.  If you like grilled salmon you'll probably like it here.  This is definitely the best set meal restaurant within a minute's walk of Shimokitazawa station.
